Heck, past efforts to reduce the population through war were not near as effective because they only targeted men and left so many still reproductive women behind as well as widows who were only a drain on the state. Now can kill off both the men and the women in their prime reproductive years. Any orphans left behind can be successfully programmed by the state without interference from parents.
